National Citizen Party (NCP) Chief Coordinator Nasiruddin Patwary today said the party will sign the July Charter when the government provides clarity on its implementation order, referendum framework, and reform process.
"The implementation order, the referendum, and the reform process remain vague. We will sign the July Charter only after these matters are clarified," he said at an emergency press conference at the party's temporary office in Dhaka's Banglamotor.
Patwary said the four-question package the government has proposed for the referendum lacked specificity. "The points labelled A to D must be clearly explained," he said.
He said the government is deepening the ongoing political crisis rather than resolving it. "We still have no clear roadmap on how the referendum and the national election will be held on the same day," he said.
Patwary also raised objections on two points and said, "First, the implementation order of the July Charter must be explicit, and second, the reform process and referendum cannot be used as a vote bank tool for any party; such actions will ultimately lead to public rejection."
He said, "We wanted to dismantle the authoritarian framework of '72, but through this order, we are once again walking the path of the 1972 Constitution."
The NCP leader said that although the new charter may have acquired a legal basis, it still lacks moral legitimacy.
He further claimed that despite having goodwill, the government is unable to deliver because of the two dominant parties.
At the press conference, NCP Member Secretary Akhter Hossen said the July Charter Implementation Order remains vague, leaving uncertainty whether it will ever be fully executed.
"The referendum questions have been left to the discretion of political parties, and dissent notes from those parties have been given undue prominence," he said.
Akhter said, "Overall, it seems those in power will be able to interpret the provisions to suit their interests and implement them accordingly."
